Fiscal Budget 2023

I have downloaded the budget from https://www.govinfo.gov/app/collection/budget/2023/BUDGET-2023-DB.

I will post comments here for your pleasure.



US Commission of Fine Arts has a line item for "Salaries and Expenses" and noted as for Community Development.  I went to their website at https://www.cfa.gov/.  The Commission of Fine Arts is composed of 7 members who are not compensated (not paid).  There is a staff of 12 full-time Civil Service employees.

Their budget for Salaries and Expenses is $4 MILLION DOLLARS.

I have nothing against Fine Arts but how do they justify $4M for a staff of 12 people?



National Council on Disability has a line item for "Salaries and Expenses".  I hate to pick on them because I think they are needed.  You can read their Budget Justification at the following link but I read it as a small number of people giving other people advise.

Their budget for Salaries and Expenses is $4 MILLION DOLLARS also.



Office of Government Ethics has a line item for "Salaries and Expenses".  If we significantly reduced the overeach of the Federal Government then we could reduce this expense greatly.

Their budget for Salaries and Expenses is $22 MILLION DOLLARS.

Internal Revenue Service has a line item for Coronavirus payments.  The budget for 2023 is significantly lower but take a look at the past few years.  Where did all this money come from?

2020  $274.654 BILLION
2021  $569.508 BILLION
2022  $6.604 BILLION
2023  $24 MILLION



Internal Revenue Service has a line item for "Child and Dependent Care Tax Credit".  This one puzzles me because it only appears in two years of the budget but this tax credit has been issued for many more years than that.

2022  $7.63 BILLION
2023  $50 MILLION

Does anybody have an explanation for this?

Department of Transportation has a line item for "Electric or Low-Emitting Ferry Program".  This did not exist in the budget until 2022. 

$50 MILLION of your tax dollars are being spent on this NEW wasteful program.



Bureau of Indian Affairs has a line item for "Payments for Tribal Leases".  2023 is the first year that I see this appearing in the budget.  Makes me very curious because I would have thought we were paying this for many years.  A little something extra for somebody's pocket I guess.

$55 MILLION of your tax dollars for this.



Department of the Interior has a line item for "Energy Community Revitalization Program".  This is ANOTHER NEW item which first appeared in the budget in 2022.  That's a hell of a lot of money.  What the fuck was this discretionary item for?

2022  $4.654 BILLION
2023  $65 MILLION




United States Holocaust Memorial Museum has a line item for "Research and general education aids".  I have nothing against having this museum and having it in our budget but the holocaust did not occur in the United States.  The Civil War however DID occur in the United States.  Why don't we have a United States Confederate Memorial Museum?  They should be shamed for how they are erasing the Confederate history by spending more than $20 MILLION on renaming military bases.  Also, various cities, counties and states have spent a lot of money removing Confederate Memorials.

ALL the soldiers who survived the Civil War swore an allegiance to the United States.  They, and the dead, should be honored for their bravery and service!!

$65MILLION for the Holocaust Memorial Museum.
$20 MILLION + to remove and erase Confederate history and Memorials.

Office of Surface Mining Reclamation and Enforcement has a line item for "Abandoned Mine Reclamation Fund".  Okay, I get this one but take a look at the massive changing.


2022  $19 MILLION
2023  $82 MILLION
2024  $152 MILLION



Department of Transportation has a line item for "Thriving Communities, Ground Transportation".  This is a NEW item first showing up in 2023.  Why do we need this?  How was it justified?
